As we head into 2025, the cybersecurity landscape is set to become more complicated than ever before. As cyber attackers adopt more sophisticated tactics, techniques, and procedures, organizations will have to be forward-thinking to fortify their defenses.

Prediction #1: Hyper-personalized mobile phishing attacks will become harder to spot

Mobile phishing attacks are becoming increasingly sophisticated, with threat actors moving beyond generic scams to hyper-personalized tactics. Many users may now know how to see past typical scam texts claiming they’ve won a prize or missed a package delivery, but today’s phishing attempts are specifically crafted to mimic trusted services, including fake login portals for corporate platforms like Okta. Attackers are also using high-pressure tactics like posing as executives and asking for a time-sensitive favor, creating a sense of urgency that leads users to divulge sensitive information. 

With the wide availability of AI tools, we can only expect these trends to escalate. Attackers may use these tools to create deepfake videos or voice recordings to make their scams even more convincing. 

Prediction #2: AI-powered cybersecurity will become standard practice 

We’ve heard a lot about threat actors using artificial intelligence to generate highly sophisticated cyber attacks — but cybercriminals shouldn’t be the only ones embracing AI. In 2025, organizations will continue to adopt AI-driven cybersecurity tools to improve threat detection, automated responses, and vulnerability management. 

While basic measures like employee training, strong access controls, and regular updates are still crucial, organizations will have to be forward-thinking to stay one step ahead of threat actors. By embracing AI-powered zero-trust solutions, organizations will be able to collaborate and share threat intelligence to proactively identify and neutralize threats before they cause harm. 

Prediction #3: Nation-state cyber alliances will intensify global espionage

Cyber threats from nation-states may escalate in the coming year, with hostile governments forming alliances to strengthen their capabilities. These partnerships could fuel an uptick in nation-on-nation cyber espionage, with threat actors seeking intelligence on foreign military strategies and conflict responses. 

As global tensions rise, alliances among countries like Russia, North Korea, Iran, and China are reshaping the landscape of cyber espionage. North Korea and Iran have traditionally been more aggressive in cyberspace, and we can expect to see North Korea engaging in cyberattacks against Ukraine and its allies, while Iran will intensify attacks against Israel and its allies. Meanwhile, China will increasingly target the critical infrastructure of the United States. 

In 2025, Russia and China will continue to dominate as the biggest international cyber threats, and we can expect them to embrace AI to create deepfakes and launch sophisticated phishing campaigns. 

Prediction #4: Threats against governments and political figures will continue post-election

The 2024 U.S. presidential election shined a spotlight on election security, but the threat landscape for political figures isn’t going to quiet down just because the election is behind us. In 2025, we’ll likely see a rise in mobile phishing and social engineering aimed at political figures across all levels of government. Your city council may be just as likely to be targeted as a presidential candidate. 

Threat actors are becoming more sophisticated and expanding their target pool. When their attacks are successful, they can harvest more sensitive information than ever, which increases the damage they can inflict and the leverage they hold. 

To mitigate these growing risks, governments and political figures must be proactive in advocating for stricter cybersecurity policies. Without strong repercussions, threat actors will be emboldened to continue attacking government figures.

As cyber threats grow more sophisticated, proactive defense strategies are essential. Hyper-personalized phishing, AI-driven attacks, and nation-state espionage will continue to challenge organizations and governments throughout 2025.
